Is this eczema or heat rash?

I'm taking my baby on Monday but I was curious if anyone had any ideas. He doesn't scratch so I assume it's not itchy and he doesn't react when I put Vaseline so I don't think there's any pain.

My daughter has the same problem. It looks like eczema to me. Try the Aveeno eczema night relief. It's $2.97 at most Walmart locations. It works wonders. My daughter had TERRIBLE baby acne and eczema. Nothing would make it go away and she cried so much. The morning after using it the first time, it was gone and she has been much happier since.
I also tried a little bit on a dry patch of acne I haven't been able to get rid of since I was 8 weeks pregnant. It's gone now too. 
My Walmart only keeps 2-3 on the shelf, so I buy all that's available when she's running low. It's a pretty tiny container, but it goes a long way.

Thank you all for your help. I took him to the doctor today and she confirmed it is eczema.

Looks like eczema to me! I don't know if you breastfeed or have started introducing foods, but a lot of times eczema can indicate a food allergy or intolerance. Typically the allergy is milk protein if it is food-related, however, with my son, his eczema didn't go away when I eliminated dairy from my diet (he's breastfed) and I figured out that it was actually bananas he was allergic to. As soon as I stopped giving him banana his eczema cleared up and went away.

Give him a bath. my son had a heat rash and when I gave him a bath it pretty much disappeared the next morning. So I've started to let him at least play in water everyday during this hot weather. See if it gets any better after the bath, if not take him to the doctor immediately!

Definitely eczema!!! My son had it bad. Cetaphil is what has worked for us.
