No you can't hold him!

Hi ladies, I am not a first time mom, I have a 5 1/2 year old daughter and now a one month old son, but I'm hoping for some advice....I don't want to come off like a witch or sound rude but today I went to a birthday party for a family friend where there were several people I didn't know and some women who seemed friendly enough came up and chatted with me and then kept touching my baby's hands and said can I hold him? I was caught so off guard and don't remember dealing with it with my daughter, so I let her hold him, next thing you know she is adjusting how she is holding him and his little neck flopped down, I was ready to scream!! I casually told my husband it was time to leave and told her I was heading out and took my son back. Any advice on how to turn people down from holding your baby especially those brassy enough to ask you when they don't even know you? Also when someone is a heavy smoker I'd rather not have them smothering him, looking for a tactful way to handle these situations since it's been so long since I've had a newborn.
