In Canada and I believe a number of US states the laws are 16 is the age of consent, but you can only be with someone three years your senior (19) until you're 18. So a 17 year old could date a 20 year old. But you'd have to be 18 to date someone who's 3+ years older and at that time you'd not be allowed to date someone under 16. 
Granted you can date anyone regardless of age, but no sexual relations (including kissing) outside of what I already stated. Parents could report it or a stranger, etc. It's just best to avoid even dating someone that is illegal in the consent laws by age. It protects both of you that way. You don't get taken advantage of by someone older (and I realize not every older person would be doing that) and that person doesn't risk getting labeled as a sex offender for the rest of their lives (really bad for them)- or the other way around if you're the older one. So bottom line no its not ok to date a 16 year old at 20.

I started dating my bf when i was 16 almost 17 and him 19 almost 20. Theres no problem except that they might play you chz they got more experience
