had a LEEP done 4 months ago, does this make me a high risk pregnancy?

It depends. I was my first child but didn't have any issues from it. Now with the 2nd they aren't worried at all. They will just monitor you with more ultrasounds to make sure no cetvix issues.

It depends on the how short your cervix is. You should still tell your OB so that they know to closely monitor your cervix
