Separate Investigations

Two major groups that do their own investigations outside of courts of law are the NFL and the military. Recently, Zeke Elliott of the Cowboys has been suspended for six games due to five claims of domestic abuse. He wasn’t charged by a prosecutor but the NFL is investigating it. He’s not the first one to go through his, i.e. Ray Rice. Do you think two separate investigations are ever necessary? By the way, I know Ray Rice was charged but he was investigated by the NFL outside of the courts too. This isnt a post where you complain about how low you think of the NFL or the people who watch it...it’s one question.
