what on earth is this stuff between my breasts?

so this has been here for a while, and it’s not smooth. it’s hard & scabby. when they get kinda sweaty, it gets sooooo itchy. my doctor said it’ll just go away but it clearly hasnt. she said it was a discoloration but i’m not so sure about it. help???

If its scabby it's probably a yeast infection of the skin. 
Id see a different dr.

I have them on my neck. My mum thinks they're freckles and they have the same reaction to as you said. I honestly have no clue but I love mine bc they're pretty even though you can't see them that well
