What would you guys do if your 2-3 year old trow a big temper tantrum in public mall

Whatever you do, don't reward bad behavior.. yesterday my cousins son started crying throwing a tantrum because I pulled out a fidget spinner for my 7 month old. I don't let her have it I just spin it for her so she can watch the lights and sit still.. I'm aware of the choking hazards.. anyway he was crying saying it was his and to give it to him. Over and over tried grabbing it from my hands. I just kept telling him no and swatting his hands away. So he cried more.. his mom comes in the room and I explain why he's crying, so she tells him, "c'mon get your shoes on I'll take you to the store and buy you one" and was irritated that I wouldn't let him have it. I said that's ridiculous.. he's 4.. and she wonders why he acts like that at daycare.. smdh.. 
In your case I'd tell him I'm going to count to 3 and by the time your done if he's still crying he's going to get a spankin. 🤷‍♀️ I know.. I know.. don't kill me peeps. I spank.. my daughter is now 6, and everyone has always been in aww of how well behaved she was and how fast it works when I count to 3.  She learned after the first couple of times that I was serious. You HAVE to be consistent...

Take them to the bathroom and let them throw it there and wait it out till they're calm enough to listen to what they need to do.

I would tell me daughter at that age once if it doesn't stop we will leave. If she continued, that was it. I dropped everything, scooped her up under one arm and left immediately. She only did it once or twice before she stopped and never bothered trying that again.

throw her on my shoulders and go home. Unless I absolutely have to get something, then I carry her and get what I need to as fast as I can and leave. tantrums happen. especially at 2-3.
