Sucking on hands

This is my sweet little boy Oliver, he is 5 months and LOVES his hands, no matter what I do he will not stop chewing on them or sucking on them. I have tried a few different pacifiers, I have tried to give him a couple different toys and he will acknowledge them for a few seconds and play but then it's right back to his hand. He is teething and I know his mouth bothers him but these pacifiers and toys are supposed to help with that lol but nope he's in love with his hands. Any suggestions on how I can stop the hand sucking? I wouldn't make such a fuss but sometimes he does it so much he chokes or gags himself. Thanks in advance
