I need advice!!

So last year i was working this job, and ended up starting this thing with my manager (I know it's irresponsible) I really couldn't help it, he was just so amazing to me. We agreed we would keep it casual. Just friends with benefits. Of course because of work we kept it a secret. This year October it will be a whole year we have known each other. I think i like him more than just friends now. Every time we get together he's always so gentle and caring. Kissing my face, my forehead, eyelids. I think he goes above what just friends with benefits should do. We also made rules. We only sleep with each other, and if we ever decided to sleep with someone else we had to tell the other. When guys would hit on me at work he would always step in, or tell them i was his behind my back. We've gotten tattoos together. I've met a lot of his family. I think I want more. I think I want to make it official and just be his girlfriend, but we had the conversation of what we were last year and we both agreed it was FWB's. I don't know if he feels the same way. What should I do? Move on? Because if he liked me like i liked him he would have said so by now right?
