Do you put down your phone when with your kids?

Question

I hate being on my phone when I think my baby is asleep and then looking down to see he has quietly been looking at me. He is clingy and I know each second he is awake he is longing for interaction.
I always put my phone down if he is awake unless it's a phone call that is important or I need to look up something important for him (water temperature/if something is safe). However if I have family feeding him or trying to get him to sleep they tend to multitask and play on their phones at the same time. It bothers me since he is 3 weeks and is beginning to learn faces. It stimulates him. He loves funny faces, pulling hair, touching mouths. 
Maybe I'll become one of those people in the future? But do you think it's bad or fine? Am I feeling guilty for nothing or should parents put their phones down?

I'm going to preface this by saying I'm not a parent. But I think the pressure moms are under to be perfect is absurd. We can't look at our phones now if our kids are awake? I understand kids need bonding and socialization, but damn.

3 kids later I'm like no way am I putting my phone down for the whole time these kids are awake. when I'm nursing, feeding, bath time,  playing, or getting them down for a nap I put it down  but if they're watching TV or playing by themselves I'm going to have playtime to on my phone lol I. don't have a Facebook anymore so this is the only social  time I get.

I do most of the time with my kids who are 7 & 8. There was a big stink up recently about a school requesting that parents not use their mobile phones at school pick-up time,  and while I don't agree with it being an enforced rule,  I do think parents should take those five minutes to put their phone down,  greet their child after school and show them they are priority.  I lay in bed playing on my phone more often than not lately because I've been so drained,  but the second they walk through my bedroom door I switch the screen off and put it down until they leave.  I hate the thought of my child growing up and remembering me always being on my phone instead of talking to them.

Once my baby is born, I plan to put the phone away when I'm at home with my baby. My SIL's baby is 2 months old, and will look up at the phone when mom is taking a selfie. My sister already parks my other 2 month old nephew in front of the TV.  Screens at that age are too soon, and can be destructive. I would rather my child see a book in my hands most of the time rather than me on my phone. I don't want her to want to be on the phone because that's what she sees mommy and daddy do.

I think it's two different things - if feeding they should interact with him because that's what you'd do if you were eating with another adult. If you want him to sleep though, no interaction is better IMO.
