Makeup Newbie

I'm relatively new to make up and have a few questions which I'm hoping people can help me out with

1. Is it weird to wear lipstick and no other makeup

2. Is it weird to wear lipstick, eyeshadow and no other makeup

3. Since my eyelashes are really long do I need to wear mascara for a 'finished' look

4. Is eyeliner essential

5. Does anyone have any good tutorial suggestions and any other suggestions please
