Is it racist to say "every white person is racist"?

Isn't it just as bad as saying "all black people are thieves?" Or "all jewish are gold diggers"? What is the difference? Being racist in my country is an anti-social crime - calling someone racist is as bad as calling them a "criminal". I am white I am not racisr - I am offended to even being called that when I would be the first one to defend a black person from racism.

No it's not racist. Racism is personal prejudice combined with institutional oppression, so you can't be racist against white people. 
Besides–we're all socialized to live in a racist society. In whites this presents as micro aggressions, in POC it presents as colorism and self hatred. It's not exactly inaccurate.

That statement means the bias and inward racism white people have after being raised in a society that in many ways seeks to bring down people of color. If you truly believe you are 100 percent non racist, you might want to soul search a little bit because you probably have bias and racist beliefs without necessarily even realizing it.

Racism as defined in simple terms as discrimination against someone of a different race due to the belief that ones own race is superior. 
Reverse racism isn't real, because it's still racism. Being racist towards a white person is still a thing. People say it can't be because white people aren't oppressed, which is true, but racism isn't based on oppression. Oppression comes from racism, they're not the same thing.
