Is this costume offensive

I saw this post and was surprised. I assumed the article was going to say something about the tattoos or so much "skin" but when I saw it was about cultural appropriation I was really surprised. I think kids love certain characters and want to dress up like them. This is what the character looks like. I'm curious if I'm being insensitive or if this really isn't a big deal.
