baby girls rash?

I need some opinions ? advice? My baby girl is 10mos and has pink specks on her little vagina. Thats a typical diaper rash isnt it? but when she would get them before I would just use diaper rash cream(like destin) more frequently and the spots would either dissapear and reappear less or in different spots , or just lessen then ultimately go away. at one point they would come and go. like three days in a row then be gone for 3 weeks. then 2 days then be gone for 2 weeks. she gets timy little looking spots by her nevk sometimes or legs that usually disappear with a bath and lotion. shes half bosnian so i think shes white so she has sensitive skin? but shes had the spots on her vagina for about a month now that sometimes they arent as red or they just change position . but I used destin like crazy and that didnt fix the problem. So i avpided destin and tried powder. not it either. its not the johnson soap because ive always used it since day 1 . i switch from huggies diapers and wipes to costco brand kirkland wipes and diapers every now and then. what am i doing wrong? how do i make it go away? what should i try?
