Can't really tell from the picture, but looks like might be anal prolapse. Try to get him to drink some water, one of my cats had a slight prolapse which I think was due to straining because she had a very dry diet. It resolved by itself when I tried a different water dish to encourage her to drink.  Maybe its to do with your kitten eating different food if you've only just got him.
 
I had it happen to another of my cats but it was a lot worse than your picture and I had to take him to the vet to have purse-string stitches to tighten his little bum hole 😟
I am not a vet! Please do go to a vet if it gets worse/ doesn't go back in.
