He wants to give up rights!!!

He is a veteran doesn't have a job (because he has a expired license with 5 warrants in different cities for not paying his traffic tickets) ..called me that he was NEVER going to pay me child support that he would make sure of that so I asked did that mean would he give up rights too? He hung up and a day later sends this... my baby isn't due till November 11 and i respect the fact he wants no part (he is already a shitty dad I found out he has 2 kids he doesn't pay child support for) and before you judge please note we were together for 2 years his sons are in another state and since we don't live together I assumed he went to school as a job since the VA pays him.
