Tattoo over a keloid scar?
Two years ago, my cousin gave me a smiley (a burn by a lighter). Stupid, I know. Well it didn't just scar, it created a keloid scar. Laser removal treatment is way too expensive for me, so I was thinking of covering it with a tattoo. Would I be able to do this or would it create more problems? I'm not prone to keloids or anything.
