I would but take her to a reputable tattoo/piercing parlor and not just clairesin the mall. The guns they use are not sanitary and way more painful. Also if it were me I would make sure that she understands that it will hurt.

I had my daughters ears pierced at 4 months! 
I did it early so she wouldn't Remember the pain and so when she's older she wouldn't have the problem later of wanting them and dealing with the pain.

You can have your doctor do them so they're done right.
4 is a little early to know exactly what they want but if you're comfortable with it, it's your child your choice 👍🏼
