No. Children under the age of 2 shouldn’t be watching tv. I’m not sure why someone would think a baby needs tv in their life. I keep my daughter entertained by actually playing with her and talking to her. Not sitinf her in front of a tv.

I mean at 3 mo this are they really “watching” or just looking at it? I’d say it’s fine for it to play in the background

Its a tech world now, my son loved tv and now hes 16 months and doesn’t care for it unless its nap time. 
Guess it just depends on the parent

Tv under 2 can hinder language development, honestly at that age they are just as amused looking at the sky or watching what youre doing or listening to music.

They say children under 2 shouldn't watch tv, it's bad for their brain development. I understand there's things you need to get done so try putting them in a saucer, bouncer, jumper, activity mat, swing. There are ways that are better for their development to keep them occupied

I play movies for my 13 month old but she doesn't watch them, it's mostly so I have something to listen to. I started at about 11 months though.
