How bad would a tattoo right here hurt?

Pain tolerance is different for everyone. But in general, areas over bone (like collarbone) or areas with not much fat (hands, feet) will be more painful to tattoo over. No one can tell you exactly how painful it will be for you.

I love mine. This was my second tattoo. Didn't really hurt. Took about 40 minutes. Slight itch but quickly goes away.

If it's close to a bone or sits on a bone it will feel like fire I had my neck tattoo done and fell asleep 😴 also my pain tolerance is high

Pain is different for everyone. 
From experience I have a large tattoo in either side on my best up and over my collar bones. Certain parts hurt like hell, others barely at all. Closer to the breasts and armpit is more painful, and when going over the bone a little painful, but the general area in between isn't as bad. Just sunburn-y.
