I'm currently 13w6d, while at the ER Monday my HCG level was 56,000. Yesterday (Thursday) I got my HCG level drawn again and my level is 46,849. I'm so scared because it has decreased. Has this happened to anyone and the babies still ok?

As you get closer to second trimester your levels lower and then level off a bit. That is why levels are not a great indicator of how far along you are and why they need further results. Depending on how far along you are it is totally normal. That is why morning sickness and other symptoms ease up during second trimester.
