Would this be considered a CATFISH?

What would you do if you had been talking to a guy you met on a chat line for a year he lives in a different state but only 2 hours away. Every time y’all plan to meet something comes up on his end. You have Skyped and FaceTime with him before he appears to be the guy from he’s social media. He begins to tell you he would like to marry you one day. Then one day you decide to pop up in his city. You call him to tell him you are in his city and he sends you his address and tells you he has been keeping a secret. So you pull up to his house and get out the car and he is in a wheel chair?? He has been in a wheel chair all his life. He tells you the reason he didn’t tell you is because he thought you wouldn’t be interested...?? I’m asking for my cousin she asked me to ask eve for her... she is to embarrassed to ask? She thinks he catfished her by being dishonest... well did he. GIF are welcome. What do you think?

Also he told her he played semi-pro football and he works in construction. He also said he lives alone with his puppy . Come to find out he lives with his mom and grandma and receives disability because he is unable to work. And the football thing was a complete lie along with his practice times and games. And to top the icing on the cake there is no Puppy!!!!! The lies and deceit here. Smh
