How to test for herpes?

Can this be done at anytime? What are the various ways to test for it? I heard that there has to be an active outbreak to be able to have someone test for herpes, but I'm not altogether certain that that is true. What is the difference between HSV 1, and HSV 2, scientifically and demographically/statistically speaking? Is HSV 1 considered a sexually transmitted infection? How much would the test cost and how often can you get it done?

HSV-1 is herpes simplex.. it’s common and most people have and don’t know it... forms of HSV-1 are fever blisters & cold sores.. HSV-2 is Genital warts.. HSV-1 can be dormant in your system for years without you knowing... as far as I know, an outbreak has to be present to test for it... I’m not too sure if a blood test can detect if you have herpes or not... and if you think you have it, most people just go to their primary doctor, ob/gyn, or the health clinic to get tested...

Also, HSV-1, which again is oral herpes, is technically not considered a sexually transmitted virus. As you can get it simply from kissing someone which isn’t sex. 
However, it can be passed through sex and give someone HSV-2, which is definitely a STD.

The only test for HSV either 1 or 2, is a culture test which is where they scrape a sore. There is not a blood test for it. Sadly, because the test for it hurts like a bitch. 
HSV-1 is oral herpes, which is cold sores pretty much. 
HSV-2 is genital herpes, which it can look different depending on the severity of the outbreak. Some can look like warts, others like an ulcer Mainly depending on location. It can be found on your vagina, cervix, anus, inner thighs, and butt.
