let down? advice

I get a tingly slightly painful sensation in my nipples, is this feeling a let down? or what? and if so am I suppose to pump when I have it?

It could be a letdown, it could also maybe be irritation from nursing pads or laundry soap? When I have a let down, it's like that but with an achey feeling & I start leaking. You can pump, but you don't have to. The only time I really experience a let down now is when I'm super engorged, I'm feeding or I'm pumping.

I get this before a feed but haven’t associated with let down as I thought that was when the baby is actually sucking to get the milk out. 
Sometimes my breast pads irritate my nipples as they are so sensitive
