Does anyone know what this is !?!?

We have moved in to a new house and something bit my daughter made her vary irritating went to the doctor they said they didn’t know what it was she had bites all over her back neck and I found this I keep finding them all over her head wondering if anyone knows what this is please help !?!?!

Im going with fleas but could be bed bugs a pest expert can tell you for sure.

Looks like fleas. My daughter had a bad reaction to flea bites when my mom allowed someone with a dog to move in. We had to deflea the house a couple times..

Are they the nits of the lice?  Those will pop when you smash them. You have to slide them off her hair strands.
