How to schedule an appointment with a gyno

I have medi-cal & have a primary car doctor who is great, but i need to see an gynecologist. I'm 20 nearly 21 & havent been & really need to go for like my first pap smear & urinary issues i've been having around my period but i'm not sure how it works. If I remember correctly my mom needed to get a referral approved from our doctor first to see one but this was maybe 10 years ago & for a procedure. Do i just call a gynecologist in my area & set up an appointment or call my primary care doctor?
