Someone help me out! Is this normal??

So me and my boyfriend have been dating for 2 years. The beginning of our relationship, he wanted to have sex right off the bat, but I made him wait a few months because I wasn’t about to fuck a dude and just have him leave lmao. Well a few months later we end up having sex (note I wasn’t on birth control then) and I had a pregnancy scare. Everything was fine and I wasn’t pregnant. But after that I decided to get on birth control. So now I’ve been on birth control for over a year, take it everyday and the same time and he’s still scared to have sex again because of the pregnancy scare over a year ago. We’re also really committed to each other and are planning on getting married in the next few years. We have AMAZING oral sex, but after that it’s just like he stops. I know it’s nothing to do with me because I’ve asked. Is this normal?
