Dry skin? Need advice

My baby has this all over his face and random patches on his arms and stomach, the doctor, who he's seen twice this month for this so far, said its eczema, gave us a list of lotions to use and prescribed him an oral steroid for a week to use and it cleared right up for that week but now it came back even worse and on more of his body. Lotion isn't even helping anymore. What should I do?

Me and my daughter have severe eczema. 
we go back and forth between using CeraVe and Eucerin skin Calming. 
For weeks her skin was so bad it was cracking and bleeding. I hated it. 
then her doctor said to try CeraVe. and OH MY GOD.

at first we had to put it on all over her Everytime we changed her diaper. 
now we put it on after her baths every other day. and she is doing great!!

Have you tried coconut oil? It has both moisturizing and antibacterial properties in it.
