Is this rape?

I’ve never really openly spoke about this because it’s just a hard subject ect which is why it is also on anonymous but anyway..When I was thirteen I was staying with a friend and we went downstairs with her 19 year old brother and his mates and they offered us alcohol we both ended up extremely intoxicated and she passed out on the couch, I remember myself somehow being in her brothers bed and him on top of me touching my body whilst he was inside of me.. I don’t remember saying no does this make it okay and mean it wasn’t rape?
