Preventative cerclage

Has anyone had a preventative cerclage placed around 13 weeks that did not work?

The end of December we lost our baby boy at 21 weeks due to an incompetent cervix with no symptoms until it was too late to do anything. The doctors all said next time they would place a cerclage at the end of the first trimester and made it sound like everything would be fine. We are considering ttc again but I’m very concerned. I’m just curious what others have experienced.
