Please please tell me if this is a genital wart or not

So I’ve had this for years, like for the past 10 years and I’m a Virgin. I’ve only performed oral sex and it didn’t affect it. The little red bump is an ingrown hair. It doesn’t hurt or anything. Just feels like extra skin in that area in a little circle. Please help
