You can't really tell just by looking. Doesn't it have height/weight restrictions on it? If he's heavier or taller than either, then it's too small.

By the looks of it yes. When my daughters’ feet were hanging over the edge, I put them in a regular car seat. Check the height and weight requirements. If he’s over the height requirement then yes he’s too big.

Maybe got a little more use from that one but I’d def be looking at upgrading to the next size up

Depends in the height and weight for the carseat. My twins out grew their carseats by the time they were 6 months. Only height wise though, so we put them in regular seats. He does look a little tall.

My daughter outgrew her infant seat by 4 months and she was smaller than this haha so I'd look at the manual that came with your seat and look at the height and weight requirements. Our daughter outgrew hers in height. It had a 30 inch height limit.

Depends on the restrictions on your car seat. Ours had a rule that there needed to be at least an inch left of seat at the top of their head which it looks like he doesn’t  have an inch over his head, but pictures can be deceiving. I’d check your car seat manual.
