pregnant but my hcg levels are slow to rise..

I found out on Sunday at approx 1130pm that I am pregnant. But my hcg level was only 14. They retested it on Tuesday morning and it was only 15.4. The dr said she can't confirm or deny a miscarriage. She said it may be the fact I am like 3 days pregnant or loosing the baby. I have to retest tomorrow afternoon. Has anyone had any similar situations that turned out to be positive?
