Is it over?

Posted the other day but updating now it's been almost a week and he still hasn't let me know his decision. I don't know where to go from here.

The other day my bf of 3 months and I discussed our plans for the summer since we won't be living in the same town and it'll be hard to see each other.

We'll only be 1 1/2 hours away but he says he needs time to think about it since his previous LD relationships never worked out.

He didn't make up his mind so I tried to break up with him thinking that's what he wanted and he wasn't very impressed.

So I gave him more time to think about it because I want it to be a mutual decision. Do you think it's over or is he really just trying to make the best decision? Keep in mind I gave him multiple opportunities to end our relationship.
