Maybe continue hanging out casually? I promise he’s not the only fish in the sea. If he wants to see other people, then you should see other people. If he really wants you, he’ll realize that he wants to be exclusive sooner or later. And if he doesn’t... do you really want someone who doesn’t want to be exclusive with you in the first place?
Give it more time and just enjoy getting to know the guy. If you realize through this, that he’s not worth your time, there will be less to lose because you haven’t crossed the boundary into a committed relationship.

After another month, ask what his intentions are, is he looking to commit or just looking to chill and have something casual and if he is looking to commit eventually, when he feels hell be ready.
