Can you be pregnant and have placenta previa?

Ok I’m going to tell you everything. This all started on November 5th 2017. A week after I felt funny so when I waited after I was supposed to get my friend well I got bleeding for it didn’t hurt. That want away. But every month I get a bleeding but that it nothing more. I took test and they where all negative. I talked to a cousin she had bleeding till she was 6 and a half months pregnant with my girl niece. I read online that it’s rare to get it but I feel like I have it and nobody believes me I can’t go to the doctor. My stomach keep getting bigger my boobs but my feet are swollen I been throwing up if it true and I am pregnant I would be around 24 + 6 days.

I’m really confused by the title question.  Placenta Previa a condition some women have while pregnant. When the placenta covers the opening in the mother's cervix.
So you would HAVE to be pregnant to have placenta previa. 
As for the rest of this story you need to see a doctor. I don’t know why you said you can’t, but whatever the reason is fix it and see a doctor.

Placenta previa would in no way relate to having monthly bleeding and negative pregnancy tests. It just means your placenta sits lower than it should. I had placenta previa 3 of my pregnancies and the only way it causes bleeding is if you're damaging the placenta because of it being so low. You don't get regular monthly bleeding from placenta previa.  If you were pregnant you'd not be getting monthly bleeding and negative pregnancy tests. Some women do experience light bleeding throughout pregnancy, but by 24 weeks you would not be getting a negative pregnancy test if you were in fact pregnant enough that your belly is growing. I do not think you can be 24 weeks pregnant with monthly bleeding and negative pregnancy tests. Maybe something else is going on like ovarian cysts.  If something doesn't feel right with your body, you need to see your dr.

If you truly believe that you are pregnant I’m confused why you wouldn’t be more worried about the well being of the baby and go to the doctor? If you haven’t had a single positive test since November I’m sure you aren’t pregnant. Nobody on here can diagnose you.

I highly doubt your pregnant. You would definitely have a positive test by now. You’re overthinking it honestly.

Only way to know if you have placenta previa is to see a doctor and get the ultrasound. Go to the doctor. You can’t self diagnose and you need pregnancy care.
