Do you belive there are circumstances when bribery is acceptable?

The word bribe means to "dishonestly persuade (someone) to act in one's favour by a gift of money or other inducement".

It obviously has negative connotations. However when I used to live in Ghana you had to bribe your way in life. There was literally no way around it. Especially being light skinned, if I wanted anything official doing I had to bribe the officer, else it would sit there for ages. I don't consider that dishonest of me as I didn't do it maliciously.

Anyway, what's your thoughts on bribery in certain circumstances?
