Is saying “I Love You” is such a big deal. I am sorry if i am hurting your feeling. Love is not when you say it, it is when you feel it. He said Love You because he loves to make love with you and only you, he is not confused at all. So enjoy every moment of it.

my boyfriend and I say it too but we laugh and joke about too , after the huffing and puffing we smile and then say it , I love you. We spoke about it. And he said I said it first.  So now I shyness said it and it our inside joke. And that the time u ask them for what you want,,, lol I ask for coffee .

Depending on how long you guys have been together, if awhile, I think he means it bujt that doesn't explain why he only says it during sex. Now if it's a new relationship, he doesn't love you. He loves the sex.
