Should disciplinary action be taken when a student is cyber bullied?

There is a boy I’ve gone to school with since grade school. He’s always been “odd”.

He claims to be some sort of superhuman being that can destroy the world, and he can come across as loud, cocky and hateful. I’ve personally never heard him be “mean” but I have heard people be mean towards him because of the way he acts.

Today I saw this posted. I have blocked out his face but this really upset me. I’m almost positive he may have a disorder of some kind and this is upsetting to me.

Should the person who posted this face discipline? What would you do?
