It’s not at all a dating app. Its an anonymous app where you can post things and no one knows you and there’s no way to find out. The only concern I would have would be what he feels like he can’t say to anyone else. 
I used whisper to “tell” someone I was raped the first time. it was easier because no one knew me and I didn’t know them but it was the first step to admitting what happened. It helped a lot.

It’s not a dating app, but people try to hook up on it all the time. I use to use it and I got so many unsolicited dick pics. Fuuuck that! And there are a lot of horny women on there constantly posting their pictures and locations.
