Using drugs is a choice. Becoming addicted to them is not.

Having an addictive personality is not something you can control. Whether it’s food or drugs or alcohol..etc. everyday is a struggle for people who suffer from addiction. It’s a choice on what they choose to do about their addiction (give in or seek help). But I do believe addiction is a disease.

Using them is a choice, however getting addicted to them is not. 
If you had asked me this question 1 week ago I’d have a different answer. But in the last week I have been touched by this very personally. 
I believe the choice to do it is very stupid, but getting addicted is not a choice.

Becoming addicted isn’t a direct choice, because you don’t actually choose to become addicted. But still, you choose to use addictive stuff so you know you have a chance of becoming addicted.
