Roommate not caring for her dog

So, when I first adopted my pup, she was healthy. Now, the roommate has a dog, who has been scratching non stop for months and months, and she refuses to get him treated or take him to the vet. My pup, has now been scratching and has patches of hair missing already since being around him. I'm pretty sure he has mange and she is refusing to take him in, and he has now passed it to my pup. Can she get in trouble for this, or have her dog taken? She doesn't need to have him if she refuses to take care of him. I'm just curious to see if animal control will take him or not. I'm so upset.
