Should it be illegal to sell pets at an outdoor market

This weekend we went to an outdoor market which we call a flea market here in texas

And we came across one seller who had a bunch of dogs in cages our weather gets extremely hot and this weekend it was in the low 100s and all I could hear were the poor puppies barking and whimpering .. I took a photo... but I’m not sure who I can report it to or if they are even allowed to sell them like that

Should market places even allow for this to happen?

And should it be illegal for them to sell pets like this

We bought him water and put it in his bowl
