What is this?!

Around his lips have been red and like chapped, he has eczema, but can cause his eczema to flare up or whatever that is, around his lips like this? I know a few days ago before his grandma got him on the 27th of June, he didn't have this and watched her kiss him on the lips and now he has this?!

He does have herpes, he contacted it from his biological mother during pregnancy with him by a different man than his father. She was given medication, but never took it. She is also pregnant and due anyway and was diagnosed with herpes again, therefore, his brother from another man may have it also. He was never given medication.
