Please Help ASAP!!

My daughter is three weeks old, she started getting a rash on her cheek the other day, and now it’s spread all over her face, her head, down the back of her neck to her upper back. I looked online and a mommy support group told me to check her poop, and it’s a really runny dark green. I don’t know if that’s normal for her age. Her doctor won’t answer the phones, they’re closed today. Should I take her to the ER, or is it normal?!
