(TW- Domestic violence mentioned) What should be done about repeat domestic violence offenders and their victims?

Question

So a month or two ago there was a murder in my county and it happened to be a domestic violence issue. The guy has been previously arrested and had just been released for a domestic violence charge involving the woman he killed. The cops had been called several times due to domestic issues. My question is what should we do to keep these things from happening and should the police have done more? Here's an article about it from a local news station

It doesn't look like police ignored the issue. They detained him as they were supposed to and he still acted out when he got out. I think we need to pour a lot more into rehabilitation, or else these. people will never change.

It seems like prison sentences should be longer. I wonder if these longer sentences would give victims more time to heal and to break away form their abuser. I know leaving is not easy and that the victims will leave, I believe on average, around 7 times. There’s also the fact that when a victim leaves is the most dangerous time in a relationship. 
It’s not an easy cycle to break and it’s important to be informed and get the whole story before jumping to conclusions about how they should handle their situation.

You know the situation with me and Bobby with full details....
He beat me to the point I had a miscarriage and boasted about “I use key words like *shes off her medication* and they won’t question me anymore”. The abuse continued but I stayed because I’ve seen him die before. I knew if I left he would overdose living in his sister’s garage. 
The police only cared once he threatened to shoot up the court house and kill every cop on sight. THEN they realized what crazy hell I’ve been dealing with trying to save that man. 
Extremes shouldn’t happen for people to do something or protect a victim. It needs to be stopped and prevented because it ALWAYS gets worse.

I don’t think this relies on police being made to do more. They did their job. I think it’s more of a job for the court system and the laws about domestic violence. 
Repeat offenders should live in halfway houses upon release from jail (yes even jail not just prison). They should be forced to attend mental health counseling sessions/group sessions. 
In my opinion, after like the third strike with the same partner, there should be a court mandated no contact order. Essentially force the victim as well as the abuser to be apart. I’m not sure if this would harm the victim more but I watched my dad beat any woman he was with and they just came back to him. It was heartbreaking and terrifying as a child.

Well there’s a lot that can be done here, I think. Maybe it is unrealistic but instead of just releasing people from prison, they could do a halfway house sort of situation. So they live there and can work with a counselor on anger management. I think they should also encourage counseling with the victim and monitor the home periodically to ensure things are going okay. But again, don’t know how realistic that would actually be.

It's really hard for the police to do anything in these situations. If the victim doesnt report, press charges, move away, etc. there's not much legally that can be done. That's not to victim shame at all, it's damn hard for the victim. I just think we need more advocacy groups are charities to support the victim, not more police/justice system blaming.

If the victim refuses to press more charges or leave there is really very little the police could have done. It sucks.

it seems like witness protection should have been implimented here. in cases where its obvious the guy is a Psychopath there should be some kind of witness protection for the victim. 
like this guy got out and was still bitter enough to most likely disobey a restraining order and kill the woman. i feel like when the abuser is getting out there should be at least a patrol and weekly wellness check for the victim. 
like another comment said the most dangerous time is leaving. this includes the time after the relationship is over and the person being abused already left. i dont think longer sentance or rehab is going to be the only solution for this problem

Gosh this is so sad. I think domestic violence offenders should definitely face much stricter punishment. Especially repeat offenders. It’s like the justice system still doesn’t take victims seriously even though things like this can and do lead to someone’s death. They shouldn’t have been allowed to live together and law enforcement should have taken better measures to protect her.

I feel there should be laws in place that allow law enforcement to do more if there is a known case of DV but the victim(s) do not want to press charges. 
It may be rehabilitation, jail time, counselling, or whatever is appropriate for the abuser. 
Also, the victim(s) should be well protected until the case is resolved and should have ongoing support.
