21 month old not talking

My daughter is 21 months and doesn’t talk really. She does make eye contact and her doctor has ruled out autism as a major concern for now and she does hear because she responds to her name and basic commands. She will say words or small sentences like 1 or 2 times then not really again ?? She mainly just whines or makes noises to get what she wants... she does respond by shaking her head no. And she won’t repeat a word if you tell her to like if you said “say cat” she’ll just grunt and run away. We are getting EAP set up but not sure what to expect
