Mine is always higher than "normal" I think a lot has to do with your build. 
I'm short..5 foot even. So at 20 weeks when its normally to a person's belly button I'm already over an in above ha. 
Doctors measure fundal height.. and even that can be off by a week or 2 and not be worrisome. They will let you know if it's an issue.

My uterus was 3 fingers width above my belly button at 24 weeks which ok a growth chart that only put me at 10th percentile.. so anything 3 finger width or higher is good ☺️

They say from your pelvic bone to top of uterus should be equal in centimeters to number of weeks +\- 2 cm
