Do you think people who are racist can change?

So I was watching Laura Lee’s apology video on YouTube. 
She made a racist tweet like 5 or 6 years ago I believe, and apologized for it. It was a pretty fake apology imo, which everyone on the comment section seemed to agree with. 
But it did get me wondering, do you think people who were once racist could really change? Could you forgive someone who was racist if you thought they actually changed?

You're not born racist, you're raised that way.
You can learn to not be racist.

If people don't change there's no incentive to try. Judge people by the person they are not the person that used to occupy their skin and skellybones

It depends. Some have been raised to have the type of mentality they have but some can change...let me just put an emphasis on the “SOME” 🤷🏽‍♀️
