Either newborn or 0-3 months depending on the style / brand. My 2.5 year old at 4 weeks was in 0-3 and some of that was a little tight for him. But she was 6 lbs 12 oz when born and he was 9 lbs when born. He never fit in newborn clothes.

My son was 12lbs at 4W and he will be 6W on Wednesday. Not sure his current weight. He was 23.5inches long and he was in 0-3 at that point and newborn was VERY snug. He is now in 0-3 and 3 months. It fits him perfectly. Diapers size 2 as well.

My son is a little over 6 weeks and still wears newborn clothes & diapers.
